Basic matter in large quantities is a pain. Though, properly harnessed, it could potentially work as a food dispenser of sorts... or rather, power a set of such.

No, it's supposed to be able to work on at least City sized scales with ease. According to Noriko's pamphlet, now that I dug it out. And I suppose Food Dispensers could help if we ever get a major population upswing.
